Wastewater capacity and treatment demands on Maryland’s small towns have presented our communities with unprecedented challenges to meet new planning regulations while maneuvering through development review, annexations and needs for community revitalization. The current market downturn is providing a cooling period for towns to assess standards of where and how they want to accommodate development - as infill and/or through annexations.
