Strategic Direction for 2000-2003

Overview

The Maryland Rural Development Corporation will focus on six key strategic directions over the next three years. Externally, in the community, these strategic directions emphasize leadership and collaborations. Internally, within MRDC's operations, these strategic directions emphasize technology, outcome-based planning, marketing, and an organizational environment of innovation and learning.

Strategic Direction

I. MRDC will provide proactive and effective leadership in issues that affect the quality of life in rural Maryland

A. Promote board development and representative governance from the service partners, low income persons, government and business communities

B. Implement leadership development training and resources for staff, board members, elected officials and concerned citizens

II. Institute an integrated technology system that supports the delivery of quality services and effective communication

A. Promote services through effective information dissemination including web-based resources

B. Develop and disseminate technology and training information that promotes viable and sustainable growth and communities.

III. MRDC will form effective collaborations with communities and service partners to identify needs and develop results oriented responses

IV. Be results oriented in planning, delivery and reporting of services to communities

A. Integrate services provided by MRDC and its service partners to address identified needs and issues

B. Promote quality and affordable water and waste management services to rural low-moderate communities

C. Implement strategies to improve economic conditions in rural low-income communities

D. Increase the number of service opportunities for transportation services to rural communities

E. Develop effective full day, full year child development services to meet the need of families seeking self-sufficiency

F. Increase the number of available safe, affordable rental housing units available to low-moderate income households

G. Promote home ownership through counseling and technical assistance

V. Promote the agency's vision and services to rural Maryland

A. Develop cause related marketing policies to promote resource development

VI. Create a human resource environment that promotes innovation, learning and the retention of quality staff.

A. Develop management structures to effectively plan, implement and administer quality services to rural Maryland
